Newtons 3rd Law (again)

More than a week after several Confederate flags were removed from a small Union Springs cemetery, more have returned.

The Alabama Division of the Defenders of the Confederate Cross is also planning to flag the Confederate cemetery located behind the Red Door Theater in downtown Union Springs and rally on June 19-20, according to the group's Facebook page.

It's unclear who placed about 10 Confederate flags back in the city-owned cemetery.

Union Springs Mayor Saint T. Thomas Jr. told WSFA that an outside group put the flags out.
 He called the action illegal.*

"Something happened that should not have happened," he said. "The group who put them down should have asked for permission from the city council. They had no business putting them out in the first place."

Thomas says the city will remove the flags if they aren't removed by 6 p.m. on Tuesday.

Union Springs attorney and former Alabama state senator Myron Penn made national news over the weekend after admitting to Bullock County Commission that he removed the Confederate flags on Mother's Day weekend, the Union Springs Herald reported. He dropped the flags off at Union Springs City Hall for the owners to pick up.

Groups have called for Penn to be criminally charged.

Penn told commissioners that the flags are "symbols of a divided society, and I do not want the children of our community—black, white, Hispanic, or whatever--to ever feel they are a part of a community that is divided."

Well Newton's 3rd law is alive and well.
I'm wondering, where is the Law that was violated  ?

Union Springs Mayor Saint T. Thomas Jr. has said /
"The group who put them down should have asked for permission from the city council. They had no business putting them out in the first place."

*Can someone please show me the statute ?
Are any signs posted that regulate the placement of flowers / decorations ?

My offer still stands, "anyone in the area who would like some "REMEMBER" coins to place at the graves of the Confederate veterans, contact me and I will send em free of charge" !

UPDATE !

I have received word a few REMEMBER coins are making their way to Union Springs !

UPDATE II

Mayor orders flags to be removed

Union Springs Mayor Saint T. Thomas, Jr. made an executive order at the Union Springs City Council meeting held tonight, May 18, 2015. The Mayor said someone entered the cemetery behind the Red Door Theatre yesterday, May 17, 2015 and placed 10 Confederate Flags near Confederate Soldier's tombs. He said they did not have permission from the city to do that. He said they have until tomorrow afternoon, May 19, 2015 at 6:00 p.m. to remove the flags. If the flags are not removed he will instruct the city employees to remove the flags. Councilman Brian Agnew disagreed with the mayor's decision, Councilman Stan Cooks agreed with the mayor and the other council members who were present made no comment. The flags are about three inches by five inches. Some of the flags can be seen in the attached photo. Attorney Myron Penn had removed all the Confederate Flags from the cemetery on May 10, 2015.
